First, social media companies should be mandated to publish clear, detailed guidelines on content moderation policies, including data on content removals and account suspensions. This transparency would enable users and researchers to scrutinize potential biases and hold platforms accountable. Indeed, studies have shown that opaque moderation practices erode user trust and fuel perceptions of unfairness (Suzor et al., 2019).
Second, an independent, multi-stakeholder oversight body—comprising tech experts, ethicists, and civil society representatives—should be established to review platforms’ compliance with their own stated policies. This body would not dictate content decisions but rather ensure consistency and fairness in enforcement, providing recommendations for improvement. Such a model avoids direct government control while addressing concerns about unaccountable corporate power.
Finally, users must be empowered through robust appeal mechanisms and access to alternative platforms. Encouraging competition in the social media market can prevent any single company from dominating the digital public square, thereby reducing the impact of any one platform’s moderation decisions. From a technical perspective, interoperable protocols could facilitate user migration between platforms without loss of data or networks, a concept gaining traction among tech policy advocates (Doctorow, 2020).
