3. The rise of China has generated a major debate among international relations scholars about the future of the international order. There are two prominent views in this debate: a) John Mearsheimer argues that regardless of China’s domestic political situation or its engagement with the global capitalist order, the country will seek regional hegemony in East Asia as its power grows. In this view, China and the United States are destined to be adversaries, and China cannot rise peacefully. b) John Ikenberry sees China as being constrained by the Western-centered liberal order in which it is becoming increasingly embedded.
